Koreans proclaimed the Declaration of Independence  in protest against Japan's colonization on March 1st, in 1919. March 1st means to proclaim the intention of Korea's Independence from Japan to the world.

After 33 representatives of Korea announced the Declaration of Independence many protests for Independence continued with the start of Pagoda park and petition for Independence was submitted to Paris Peace Conference. To recover our country many Independence activists and citizens were slaughtered.

This year, 2019 is the 100th anniversary of March 1st Independence Movement. Whenever March 1st comes we think about wars. Most wars are caused by political purpose and  religious matters. Who are main victims of wars?

Even though many activists announce we need peace, wars are still occuring. Moreover many countries are involved with buying and selling of weapons and they seek for their own benefits. Because current international law can't cease wars around the world. So we need a legally-binding international law. In order for wars not to occur we need a legal device with binding force.

To cease wars Manhee Lee, the chairman of HWPL, presented true answer for achieving peace. DPCW(Declaration of Peace and Cessation of War)10 articles 38 clauses is the answer for achieving peace.

DPCW is based on the Declaration of World Peace announced before 30,000 youths from 130 countries on 25th of May, 2013. On the 1st anniversary of  WARP Sumit In 2015 HWPL made a draft of international law. Internation Law Peace Council was composed with 21 prominent international law experts and DPCW 10 articles 38 clauses were proclaimed on 14th of March, 2016.

DPCW is a law document to make the measure of cessation of war and world peace as a legal device with binding force. It contains contents of blocking wars such as Prohibition the threat or use of force, Reduction war potential, Development of friendly relations and the prohibition of acts of aggression, State boundaries, Self-determination, Dispute settlement, Right to self-defence, Freedom of religion, Religion and ethnic identity and peace, Spreading culture of peace.

It's time to legislate peace law. To carry out this, presidental supports of each country are needed. It is time not to hesitate doing this because of their own benefits. The role of presidents is to protect their people from wars.

New era has came so we need to support HWPL. It is time to stop producing weapons for war. World's interst is focusing on the work of HWPL so concentrate your interest to HWPL .
