[HWPL] The Road to Global Peace: PARLATINO and HWPL’s Strategic Partnership for the DPCW
The 11th Anniversary of the September 18th HWPL World Peace Summit showcased a pivotal panel discussion titled "Four Stories of Peace-Building Success," featuring Hon. Salinas, Deputy President of the Latin American and Caribbean Parliament (PARLATINO).
Representing over 600 million people across 23 member states, Hon. Salinas highlighted why the Declaration of Peace and Cessation of War (DPCW) is the most viable framework for regional stability. He emphasized that the DPCW transforms cultural and territorial differences into opportunities for cooperation by providing concrete, actionable mechanisms for dispute resolution.

According to Hon. Salinas, the true value of the DPCW lies in its implementability within national laws and policies. As an intergovernmental body, PARLATINO aims to bridge the gap between civil society proposals and universally recognized international instruments within the UN framework.
This synergy requires a multi-sectoral approach where legislators harmonize laws to deter conflict, while organizations like HWPL work at the grassroots level to connect local peace initiatives with high-level policymakers.

Furthermore, the role of education was identified as a vital pillar for sustainable peace. By partnering with ministries of education, PARLATINO and HWPL seek to integrate peace education curricula across nations to prepare the next generation to embrace tolerance and non-violence.
This unified parliamentary voice in the Americas serves as a powerful testament to how regional blocs can champion the DPCW to move the world closer to a permanent cessation of war.
