[HWPL]Why South Sudan’s Parliament Officially Adopted the DPCW Resolution!


Hello, everyone! I’m back today with some incredibly heartwarming and inspiring peace news from around the world. Have you ever wondered what kind of transformation happens when a nation's legislative body steps up to make peace a legal reality? A remarkable success story was unveiled at the 2025 HWPL Global Peace Leaders’ Conference (LP Program Panel Talk), a key session celebrating the 11th Anniversary of the September 18th HWPL World Peace Summit. 

Rt. Hon. Dr. Jemma Nunu Kumba, Speaker of the Transitional National Legislative Assembly (TNLA) of South Sudan, shared their historic endorsement of the DPCW (Declaration of Peace and Cessation of War). Let’s dive deep into how the desperate yearning of a nation's people is turning into concrete laws and institutions!

​Moving for the People:
South Sudan's Parliament Takes Action!

​The reason why the Transitional National Legislative Assembly (TNLA) of South Sudan chose to support and adopt the DPCW resolution is truly moving: their people deeply long for sustainable peace. The DPCW is far more than just words on paper; it provides practical and actionable standards for ending conflict and building peace within national institutions. Because these principles align perfectly with the values of justice, human rights, and reconciliation enshrined in South Sudan's Constitution, it served as the ultimate guide for overcoming the challenges the nation faces today!


​What is even more amazing is that the parliament's passion for peace didn't stop even when the assembly was not in session! For months during the recess, the Peace and Reconciliation Committee continuously engaged and coordinated with the HWPL team. Throughout the first half of the year, they held regular meetings to solidify support for a DPCW-based resolution, and as soon as the assembly convened in July, the Committee promptly initiated the legislative process. Isn't that dedication truly inspiring?


​From the President to MPs:
A Nation United for Peace Legislation

​1. Heartfelt Consensus Among MPs and ABC Committee Submission
​Thanks to these tireless efforts, many Members of Parliament came to share HWPL's vision and wholeheartedly supported the resolution. This wonderful proposal was formally submitted to the ABC Committee and is now being actively pursued in the Whole House for final adoption!

​2. Full Endorsement by the President and Key National Leaders!
​The momentum didn't stop there! The President of the Republic of South Sudan, the former Chief Justice—who has a long history of cooperation with HWPL—and key national leaders have all fully endorsed the resolution, officially expressing South Sudan’s support. This means the entire country has proudly proclaimed its alignment with the DPCW to the international community. The DPCW has truly become a promise that inspires hope, opens paths for reconciliation, and fosters coexistence among the people.

​Beyond Paper to Reality:
Three Action Priorities for Peace

​Speaker Jemma Nunu Kumba left us with a powerful reminder: "Resolutions like the DPCW remain words on paper unless all sectors take responsibility to make them real." To turn these principles into everyday reality, the South Sudanese Parliament is centering its efforts on three core operational priorities:

​Strengthening Political Peace and Reconciliation: Directly reflecting peace principles within national laws and institutions while upholding political agreements!

​Promoting Inter-Community Dialogue: Encouraging diverse communities and civil society to practice reconciliation and peace in daily life!

​Supporting Grassroots, Community-Based Peacebuilding: Bringing together the efforts of both the government and local communities to form an unbreakable foundation for peace!

​By pursuing these, South Sudan's legislature aims not only to secure sustainable peace within its own borders but also to fulfill its grand mission of contributing to the collective peace of humanity.

HWPL Peace Education in Ukraine: Teaching Peace Amidst the War


How is peace education implemented during an ongoing war? The full-scale war in Ukraine has lasted for over four years, drastically changing the education system. Amidst air-raid alerts and power outages, the HWPL 3rd Peace Educator Training Program was successfully conducted from December 5, 2025, to March 10, 2026. A total of 237 Ukrainian educators completed the program, proving that the desire for peace cannot be stopped. Here is how HWPL peace education is transforming classrooms in Ukraine.

HWPL Peace Education in Ukraine: Teaching Peace Amidst the War

The 3rd HWPL Peace Educator Training Program in Ukraine was operated online in collaboration with regional departments of education, primary and secondary schools, and civic organizations. Over a three-month period, 237 participating teachers learned the theoretical foundations of peace education and acquired practical tools to support children during difficult times.


“In a full-scale war situation, the educational process in Ukraine requires constant adaptation,” explained Muratova Oleksandra, vice principal of Dnipro Primary and Secondary School No. 140. Despite facing continuous challenges, teachers and students strive to maintain stability, support, and the quality of education.

Education During War: Challenges and Adaptation in Regions

1. Hybrid Learning System in Sumy


Teacher Vlasova Olena, a librarian at Konotop Higher Vocational School in the Sumy region, shared the reality of hybrid learning: “Classes were conducted remotely due to security concerns and power outages. Currently, the system is gradually transitioning to a hybrid format where students take theoretical lessons online and practical training on-site.”

2. Remote Learning Near the Front Lines in Kharkiv


In the Kharkiv region, the situation is even more critical. Teacher Holtviannichenko Oksana, from Artilske Primary, Secondary, and High School, stated: “From the very first day of the full-scale invasion, our school has operated through remote learning, as our region is located close to the front lines.” Despite the danger, she meets the children whenever possible to give them the joy of peer communication.


Why Ukrainian Teachers Choose HWPL Peace Education


Although the educators came from diverse backgrounds, they shared a common goal: to help children live through war without losing their sense of humanity. Vice Principal Oleksandra explained, “I wanted to gain a deeper understanding of how to foster a culture of peace among students in a wartime situation and equip myself with practical tools to address the emotions of the children.”


Teacher Olena emphasized the importance of spreading the values of peace and mutual understanding in modern society through continuous communication with university students.


Teacher Oksana shared a heartbreaking motivation: “Through this training, I wanted to help our children (ages 6–7) understand what peace is, because they have not experienced a single peaceful day since their memories began.”


Rethinking the Role of Teachers: Inner Transformation


This training went beyond professional development; it became an opportunity for inner transformation. Vice Principal Oleksandra stated, “After the training, I began to pay more attention to the emotional well-being of my students.” She now sees herself as a mentor and supporter for her students during difficult times.

Teacher Olena also experienced this change: “Today, the role of a teacher or librarian is not simply to deliver knowledge. Above all, it is to create a safe space where students can feel at ease.” She views her work as a calling to help young people build an inner foundation for peace.


How Peace Education is Implemented in Classrooms

At Dnipro School No. 140, Vice Principal Oleksandra and seven fellow certified HWPL peace teachers conducted classes for 169 elementary and middle school students using interactive activities and role-playing. “Students respond very actively. It is impressive to see moments when they open up and support one another,” she said.

At Konotop Higher Vocational School, Teacher Olena conducted HWPL peace classes for 25 college students. Focused on dialogue, she observed meaningful changes: students listened more attentively, expressed gratitude more often, and experienced fewer conflicts.

Peace Education as a Shield and Future Investment

In wartime, peace education serves as vital psychological support. Vice Principal Oleksandra noted that it reduces anxiety and contributes to emotional stability. Teacher Olena added, “Peace education is not just a subject—it is a life-protecting shield that safeguards the souls of children, helping them maintain inner balance without aggression.”

Peace education in Ukraine is a critical investment for post-war recovery. Teacher Olena shared her plan to establish a “peace hub” within the library to support university students. Ukraine needs conscious “citizens of peace” who can cooperate and build sincere relationships.

"After the war, these very children will become the foundation for rebuilding the nation," emphasized Vice Principal Oleksandra. Ukrainian educators spoke with one voice, calling on international colleagues to actively participate in HWPL peace education projects to build a future based on mutual understanding rather than conflict.

The dedication of Ukrainian teachers proves that even the darkness of war cannot stop the light of peace. Let us stand together with HWPL and Ukrainian educators to support the sustainable future of these children.

[Historic Milestone] Karnataka State Legislature Unanimously Adopts Resolution Supporting DPCW


A historic moment for global peace unfolded at the Vidhan Soudha in Bengaluru on August 21, 2025. In a powerful display of unity, both the Legislative Assembly and Legislative Council of Karnataka State unanimously adopted a resolution supporting the Declaration of Peace and Cessation of War (DPCW). This marks a significant leap toward the institutionalization of peace through international law.

​The resolution, introduced by Hon’ble H.K. Patil, Minister of Law, Parliamentary Affairs, and Tourism, received final assent from the Chief Minister. This is not merely a symbolic gesture but a concrete commitment to:

​Full Support for DPCW Principles: Endorsing all articles of the declaration.

​Implementing Peace Education: Direct cooperation with HWPL for community-based programs.

​Pilot Initiatives: Launching "Peace Cities" and "Peace Villages" across the state.

​Governance Integration: Embedding a culture of peace into local administrative policies.

Peace MOU with 13 institutions, including MGRDPRU.


​🔹 From Grassroots to National Policy

​The journey to this resolution was built on years of sincerity and community service by the HWPL Global03 Branch. Key initiatives that built local trust include:

​Practical Peace: Street-cleaning campaigns in Gadag District with the National Service Scheme (NSS), proving peace is a practical value.

​Academic Partnership: Collaboration with Mahatma Gandhi Rural Development and Panchayat Raj University (MGRDPRU) to link development with peace culture.

​Dedication of Staff: Minister Patil noted the tireless efforts of HWPL staff members who traveled from Korea to India repeatedly to advocate for the DPCW.
